I also have intermittent issues with strange behavior from the touch pad on my Logitech K400, which I have not experienced on any other system. The drive in my laptop is only a 5400RPM drive and seems quicker. This seems like it could be hard drive speed but a WD caviar blue should be up to the task. Opening programs is often laggy, but I also have issues with plugins loading, files opening and switching into and out of full screen in MPC-HC.Foobar also often takes a few seconds to start playing songs. I only have driver related software auto launching on start-up. Start up/logging in is very sluggish, with the start menu and taskbar items not responding for a minute or so after I log in.
I have it also running on my laptop and my desktop, neither of which lag like this. The nature of the performance issues could be Windows 10. The power options are set to maximum performance, no power saving. I have checked the temps, and they are all well within comfortable running levels. I set it up with my Home theater as an HTPC. It has a i5 2400, 2x2GB 1333MHz DDR3, an R5 220 GPU (it is a rebranded 5450, I added it) and a Western Digital Blue 250GB HDD. I bought a Dell Optiplex 790 from a local university for $75 a week or so back.
